AI agents deployed into a multi-billion-dollar Vision 2030 development program

THE CLIENT

Qiddiya is Saudi Arabia's flagship entertainment, sports, and culture mega-destination, developed as a centerpiece of Vision 2030. It represents one of the largest development projects in the Kingdom's history, managing procurement relationships across hundreds of vendors, multi-billion-dollar supplier contracts, and complex approval workflows that span the organisation's entire development program. 

Procurement at this scale carries a different risk profile than in conventional enterprise environments. The volume and value of transactions means that friction and error in procurement processes have material program-level consequences.

THE CHALLENGE

Qiddiya's procurement function had been built for an earlier scale. As the development program expanded, manual processes that were adequate at lower volumes became operational bottlenecks: vendor evaluation required time-intensive manual analysis, RFP production carried compliance risk from inconsistency, contract review relied on individual attention to documents at high volume, and there was no systematic visibility into procurement spend across the program. The organization needed these processes to operate at program scale without proportionally expanding the team responsible for running them.

WHAT WE BUILT

Primero Group built and deployed four AI agents through Microsoft Copilot Studio, each targeting a specific high-friction procurement workflow:

• The Vendor Comparison Agent automated the analysis of vendor proposals against defined requirements, removing manual evaluation burden from procurement teams. 
• The RFP Assistant automated document generation with integrated compliance checking. 
• The Contract Review Bot extracted key clauses and identified risk indicators across supplier agreements. 
• The Spend Analysis Agent produced real-time visibility into procurement expenditure across the program. 

All four agents were integrated into Qiddiya's existing Microsoft 365 environment — no new platform, no workflow disruption. The first agent was in production three weeks after engagement commenced.

WHAT IT SHOWS

This engagement demonstrates the Group's ability to deploy AI capability into complex institutional environments quickly and without disruption — integrating into existing enterprise infrastructure rather than requiring organizations to adopt new platforms.
